remove static enforcement of nonempty array quantifier (#106)

OpenWDL spec discussion has been trending toward making the nonempty array quantifier (+) a runtime assertion rather than a static validation check; so we allow Array[T]+ to coerce to Array[T], while continuing to infer array nonemptiness where possible, to facilitate static analysis.

QuantityCoercion linter into OptionalCoercion and NonemptyCoercion

Revise `select_first` and `select_all` typechecking and add new `SelectArray` linter for calling these on arrays of non-optional items.
