index/index.go: Can now filter cities and control search level

- This will allow us to constrain the cities that we group around.
  - If we give it the cities that we're interested in and a small-enough
    level, all records will gravitate to one of the given cities
    eventually. This will allow for cleaner, less frenetic results
    during large datasets with lots of walks.
