Tile layer: buffer minor changes in zoom

Use buffered rendering for any change in zoom, even one not changing the
tile scale level, to prevent flicker when zooming out requires an
additional tile to cover the view.

Fixes one cause of flicker described by @dbock in acardona/CATMAID#881.
