Add photos and action impact (#25)

* A new `imagesBaseUrl` property has been added to the configuration.
  This URL will be automatically prepended to relative image URLs found
  in the Markdown descriptions of themes.
* The main photo URL of both actions and themes is now constructed from
  the new `imagesBaseUrl` configuration property and the action/theme's
  code. Consequently, the `photo_url` column of themes has been removed
  from the database.
* The `impact` column has been added to actions, describing the impact
  of the action on biodiversity.
