Add compatibility for developing across different operating systems (#83)

* Add compatibility for developing across different operating systems

Old npm scripts would crash on windows os (at least for windows 7) due
to use of single quotes and the non-compatible method of setting
environment variables. Former issue was resolved by adding double quotes
that were escaped with backslashes. The latter has been resolved by
using npm package "cross-env".

* Update to adding cross-platform compatibility with npm scripts

rm and mkdir are just a few of some more comands that don't work on
windows. Adding shx as a devDependency mitigates this.

* Forgot to add a comma in commit when adding shx to devDependency

Please squash this commit along with the two before it when merging the 
PR for cross-platform compatibility. Thanks.
