Move `FeatureEngineer` tests with `Environment`/`CVExperiment` to `integration_tests`

- Originally, integration tests targeting `FeatureEngineer` within `Environment`
`CVExperiment` were in `tests/test_feature_engineering`, along with unit tests for
standalone `feature_engineering` elements
- This creates a new module `tests/integration_tests/feature_engineering/test_pre_cv.py`
to test correct inter-operation of `FeatureEngineer`/`EngineerStep` and
`Environment`/`CVExperiment`
- Plan to move other tests focused on integration of modules to this module over time
