Repository configuration & KEYS removal (#1)

* several updates, and removing redis keys call

* adding lots of config files for testing, linting, license, CICD, etc.

* move RedisJanitor class into its own module

* wrote tests for the new module

* inside the main script, import the janitor and run it in a loop

* Use decode(utf8) on check_output values. Update logs with timing.

* python 2.7 is not supported due to subprocess.run compatibility
