Migrate to TypeScript (#1028)

It's just a straight forward file rename with some type definitions, type definition may have bugs.

Other notable changes:

    Form validation: equals and equalsField now use strict equal comparison
    Remove all propTypes validation
    babel-plugin-zent is upgraded to be compatible with TypeScript style exports, think about types and values.
    Theme support was broken after migrating from postcss to sass, now we have proper theme support with sass
    TypeScript related fixes, including various scripts change
    Add tslint support
    Upgrade jest to 24 again, we downgraded to 23 because ts-jest was not ready
    babel is replaced with tsc
    Rewrite NumberInput with onChange breaking change
    Add nested portal support
