Internally generalize foreign packages

Change the internal representation and handling of foreign packages.

- Package list:

  - Previous representation: two files (packages.txt and
    foreign-packages.txt) with a list (one package name per line).

  - New representation: one file (packages.txt) containing lines in
    the format <source>/<package-name>. <source> is currently either
    "pacman" or "aur".

- "Public" interface (as defined in helpers.bash) is
  unchanged. Configurations which don't use the provided helper
  functions for package management may require changes.

The change makes package handling more generic, cleans up some code
duplication, and opens the door for more package installation sources.
