Prepare for App Layout 2.0 (#71)

* Functional navbar and drawer layouts

Layouts have fixed and non-fixed modes and can be nested.

The Navbar component has a special “menu” slot which moves to the bottom of the viewport on small touch devices when used inside a Navbar layout.
