Update Travis CI build (#46)

Build against openjdk8 and 11

Summary:
=======
Our travis ci config currently only tests against openjdk8.
The snapshot-release script (".travis_after_success.sh") is currently written not to run without oraclejdk8, it should run against openjdk8.
Also, the `TRAVIS_PULL_REQUEST` variable will be set to the PR number or false, rather than true or false.

Actions:
=======
* Add 'openjdk11' to the travis config.
* Modify the .travis_after_success.sh to run in the openjdk8 environment
* Modify the .travis_after_success.sh to release when TRAVIS_PULL_REQUEST is false, rather than when it is not true.
* Unrelated: add myself to the developer list in the pom.
