Change to use GitLab CI (#19)

Elixir builds were suddenly being run as Ruby on Travis, and
my general sadness about what happened at the company combined
with that mysterious breakage has driven me to try this other
CI service. I’ve been able to replicate the Travis CI setup,
I’ll stick with this for a while to see whether it’s suitable.
