Add support for scanning init.json for libraries. (#501)

* Add support for scanning init.json for libraries.

This allows us to look at name -> address mapping of libraries
and look for "address.scillib" (and "address.json") files, which,
according to new convention will be the filename used by the blockchain.
This new convention allows for same named distinct libraries (which are
guaranteed to have different addresses).

* Fix travis failure for libsecp256k1 (unrelated fix - sorry)

* Use relative paths in contract init tests

* remove unused function

* remove changes to Syntax.ml, that's for a future PR

* Minor edits based on review comments

* update gold files

* do not print mapping if mapped value is same
