Jupyter notebook versioning workflow change and update
1. Makefile now installs jupyter/ipykernel configs with --sys-prefix
2. Jupyter notebooks save a .py and .html version post-save
  - When --config=./notebooks/jupyter_notebook_config.py is specififed
3. Using make run_jupyter will specify the --config option
4. nbconvert included in requirements.txt for post-save conversion
5. jupyter instead of specific jupyter-* packages in requirements.txt
6. Updated and ran 3 notebooks with new workflow

TODO:
  - Decide if notebooks should depend on crypr at all
    - They're more examples rather than what is actually done
  - Alternatively, depend entirely on crypr
    - Don't speciy new functions or workflows in notebooks
