[AL-1672] - env:deploy now uses the --note option when initializing test/live (#1965)

* Fixed behat test fixture to include appropriate data, making the test for env:deploy fail

* Updated env:deploy unit test so it expects with- and without-message scenarios

* Updated Environment::initializeBindings() unit test so it expects with- and without-message scenarios

* Updated Environment::initializeBindings() to accept a params array for use in the workflow initialization

* Added behat test for variant no-message version, duplicate fixture

* Updated env:deploy to pass the note option to initializeBindings

* Updated CHANGELOG
