[FIX] google_cloud_print: Fix security (#42)

1. Remove unnecesary global rule.

This one is not used and was making that all the users has not availablity to
use google cloud printers even when they are in the proper printing groups.

2. Improve security rules

Use Printing Manager and User groups in order to decide the options availables
for Google Cloud Print instead of employee and system administrator

3. Fix rules with migration script

This is necesary to fix the rules for former installatinos since they are set
as noupdate True
