Remove unnecessary overheads

 - Use && instead of separate run commands where possible.
 - Pop env.key instead of setting it to None to avoid Fabric
 trying to interpret None as a private key.
 - Do not sleep after kill in cancel, rely on retries instead.
 - Do not call pgrep recursively from idact, use a recursive Bash
 function instead.
 - Call squeue more often while waiting for allocation, but print
 the info message once every few iterations.

Also:
 - Some minor test fixes.
