Fix empty settings dict to be empty dict.
Settings dict argument passed to write_settings_to_file when
initialising settings.py should be empty dict, instead is the string
that write_settings_to_file writes. This didn't cause a bug as on first
run app creates settings.py, but immediately updates it with the default
location for saving charts either from user input or with the app's
default, so the bug where a string would be in settings.py when a dict
is expected never caused an issue in production.

Add note to pass any desired default settings here if no settings_dict
is provided.
