External library support for Scilla (#478)

* Rename library sources to have .scillib extension

* Add support for (recursive) loading of library dependences

* Support checking library modules

* Add scilla-runner support to deploy libraries

* do not throw an error if a lib path is invalid

* Proposed stylistic changes

- Use Core by default
- Update import_lib (parse_file does not throw)

* throw error in case of cyclic library dependences

* Add diamond DAG test for library dependecies

* Add diamond-like cyclic library dependecy graph test

* update README.md based on review comment
