Updates to DOMDataUtils, DOMUtils, MockEnv from the JS side

* This now uses the bag on the side implementation for storing
  dataobjects for DOM nodes.

* Moved dom building code from the DOM pass testing code to
  DOMUtils.php parseHTML utility.

* I have now tested this the unmerged ported DOM passes currently
  in gerrit and all those passes now pass. The DSR pass didn't pass
  before and pwrap and sections passes needed a temporary hack
  (which have been removed from those passes).

* Use Wikimedia\Assert library for assertions instead of test and throw.
