Improve clean up code after running a Test (#861)

* Do not rely on __del__ to clean up log state.

The __del__ method is called only when Python gets around to collecting
the objects.  Instead, add an explicit function to cleanup the log
state.

* Fix flaky unit tests with cleanup logic.
