Merge release notes for wdc patch  (#296)

Not sure why these already merged commits are showing up here.  This merge is really for the wdc library patch release notes. 


* Updating docs for changes to the supported wdc libraries starting in Tableau 2019.1 (#277)

What's new topic added to serve as target for Help link about WDC library support in 2019.1.

* Update 2018-11-12-wdc-supported-lib.md

- changed older to versions prior to v2.0.2. 
- fixed typo (hyphen in up-grade).

* Update wdc_upgrade.md

Reworded the statement about upgrading a v1 WDC to a v2 WDC. You can't turn a v1 to a v2 by simply using the v2 library.

* Update wdc_upgrade.md

Corrected what we mean by future version of Tableau (in this case, 1.x support will only work until 2019.1)

* Update index.html (#279)

Updating download link to point to the latest release.

* Bug fixes for columnInfo.description, plain text password warning (#286)
