Commit Message

Add tests that exercise finalizing a tournament
Use WebMock to fake responses from Challonge APIs.  I can now write tests
that finalize a tournament, and test our response to an API failure.

I also changed the owner of `tournament_3` to `user_willow`, since that
user should own all of the made-up tournaments except one.
