Refactor dummy `preprocessing_pipeline/params` variables to `feature_engineer`

- This change removes the unused `preprocessing_pipeline` and `preprocessing_params`
variables/arguments throughout the library
- In their place, `feature_engineer` has been added
- The variables with the old names were never actually used for anything
