498 redo profile opret stvi (#889)

* initial commit. code design in place and now running in modal

* initial commit, all functioning as a seperate modal. Age info now comes from adgangsplatform via db cookie, 3 views - under13, accept and rules. Picture upload functioning as needed. Still need to design mobile view

* added jest test to passport with new utils folder, took out the now superflous check for over 13 on user profile form and then updated snapshots to include those changes.

* new cypress tests with direct calls to emulate server response, small updates to code structure and naming conventions

* change to package.json (plus a change to smaug admin config on github and a change to DMZ_HOST in current.env) now makes it possible to login without having to shift between ports 3001/3000.

* we used to call replay from when after the terms were accepted, so we checked for acceptedTerms there, now we are accepting terms in a modal which is ON TOP of the page that is to be returned, so acceptedTerms check has been removed in order to get the underlying  page to load without error

* adding changes to package-lock.json
