Update manual `make_dirs` call to correct directory

- The manual call to `make_dirs` inside `add_complex_type_lookup_entry`
was intended to bypass weird _dbm errors noted in 07ddcc904
- The change in this commit is to fix broken Travis builds due to
"_gdbm.error: [Errno 21] Is a directory"
