linters: disable govet check-shadowing

In practice `check-shadowing: true` is super annoying and flags lots of instances of shadowing I think are totally fine like:

```
whatever, err := doTheThing()
if err != nil {
   log.Fatal("I am le dead\n")
}

if err := someOtherThing(); err != nil { // This shadows the outer `err` but who cares? Not @cpu. 
  log.Fatal("R I P\n")
}
```
