remove cmd/lldiff to trim dependencies of llvm repo

The lldiff tool was used when developing the grammar
for LLVM IR [1]. Now that the grammar is on par with
the official implementation of LLVM version 7.0, the
use of the tool is limited. Therefore, we remove it
to trim the dependencies required by the llir/llvm
repo.
