Reboot of the PosTag visualizer (#768)

Reboots the PosTag visualizer away from color-encoding text to a bar chart of the distribution of PoS tags in a corpus. This visualizer makes use of both Penn Treebank tags from NLTK and Universal tags from SpaCy without being dependent on either library and provides a corpus-level diagnostic tool for quickly checking grammar and dependency in text.
