feat(tract edit history): Comment edit history (#43)

- add model_helpers to retrieve history
- add simple history library
- create api endpoint to retrieve user comments edit history
- writes tests for the functionalities
- add a permissions class to check whether a user trying to get edit
history for a comment or comment reply owns it.
- Resolve pep8 issues
