Inline: Refactor

This update refactors the `Inline` component, converting it to TypeScript
and the SCSS -> `.css.js` 🙌.

The previous `extendChild` prop has been removed. The only place it was
being used was in `TagList`. That implemention has been adjusted to no
longer require that functionality.
