build: use pkg-config from dune (#462)

* build: use pkg-config from dune

* We switch to pkg-config-based configuration from within Dune
and eliminate the need for propagating C libraries
linker switches from bottom to top because Dune has a dedicated
construction for this (c_library_flags).
The code is mostly taken from the Dune manual.

* Previously, (flags (-cclib -lstdc++ -cclib -lcrypto)) in src/runners/dune
suppressed some warnings-as-errors flags (-w @a-4-29-40-41-42-44-45-48-58-59-60-40),
hence the need to silence some creeped-in warnings.
`check_after_step` function used to have an unused `name` parameter.

* Update INSTALL.md to use pkg-config.
