DRY out transform test runners + tweak genTest to enable that

* TokenHandler now has a processTokens method that processes an array
  of tokens. Transform Test runners could use that instead of using
  custom processToken code.

* This required an update to genTest code to emit output lines in
  test files even when the input token is unmodified.

* CI transform test files had to be regenerated which now pass.
