Gas station example use Pool.when_at_most()

The gas station example simulation now uses Pool instead of
simpy.Container. The new Pool.when_at_most() event is used as an efficient
(fewer events) replacement for the gas station monitor process's
timeout-based polling loop.

This addresses #18.
