* Addresses HELIO-2457 Friendly message on /counter_reports for unknown institutions.

* Explain IP authentication as an option.

Most accesses to EBC and HEB are via IP authentication, not login. The text should reflect this.

* Added link to purchase HEB

This page will display for any user trying to access reports for any collection, so we can't tailor it to EBC specifically.
