feat(optionblock): New feature optionblock to address NWT-11 Options (#459)

* feat(optionsblock): added utils.optionblock module to flopy

optionblock module contains two classes 1) OptionBlock 2) OptionUtils; these classes work to read in modflow-nwt options from wel, sfr2, and uzf classes. 

Extension of this class to other packages can be accomplished by creating a simple logic table to add to the OptionUtils. Integration and the addition of autotests will follow shortly.
