* changing publication year logic #31
* refactored process_publication_date and added specs
* Refactored to move stand-alone methods into a small class for determining MARC pub date
* accounting for type "n" 
* adding two more specs for date_type q
* gsub instead of sub. guard clause for ESTIMATE_TOLERANCE failure. updated descriptions of new specs.
