WIP Bare bones model classes

Notes about this implementation:
* It assumes we don't call tf.global_variables_initializer()
  and instead only initialize variables as-needed. This would be a
  mid-sized refactor (but probably for the better).
* The pickling implementation is ugly and I'm sure KR has some better
  ideas
* I'm not sure the Keras-style __call__ interface is really better than
  having an explicit `build()` API. That's something to test.
