* first implementation of the card and added test for assassinate, watch commander and noble sac

* fixed a linting error and changed the watch commander test a little to make sure it was working

* actually added the test case for assassinate, must have deleted by accident before.

* added a test case for not losing honor for dueling and cleaned up the nob sac and assasssinate test

* adding smuggling deal test case

* moved smuggling-deal to the correct hand
