Compile CSS styles from Sass, using django-pipeline and libsass

Includes:
* Adding g++ and yui-compressor to Vagrant provision.sh
* Adding django-pipeline and libsass python packages
* Updating manual installation instructions in README.md
* Copying original main.css over to main.scss, unaltered
* Adding django-pipeline config to settings.py

The aim is to eventually stop using bootstrap.css and instead
generate our own from the boostrap-sass source code.

We could also use django-pipeline to concatenate and compress
our javascript.
