Fix bug where eng versions could still not be fetched

This is because the requests library strips off trailing ? characters,
which is apparently by design (see
<https://github.com/requests/requests/issues/2912>). This is causing the
eng versions endpoint to return a 404, effectively rendering the fix in
efe2caf useless.
