Added Phenology Option to Original INI

Updated crop_et_data.py to accept [HIST] section (i.e. hist_temp_sec) in
original INI. The [HIST]  is used to control the phenology option and is
optional in the .INI. When not included the phenology_option is set to 0
(None).

Historical Tmin/Tmax data can be applied to projected ETr/ETo rates in
order to better control the crop growth cycle (Kcb) curves when running
future climate scenarios.

SF P is the default data structure type (leftover from TSC edits for
.xlsx functionality). Future improvements should remove references to
multiple data structure types since current plan is to require
consistent input formatting. #33
