fixup bad exception handling

This patch is a superficial change. The cleanup handler is called
correctly, but there's a dead branch to remove, because SystemExit is
derived from BaseException.
The tests are modified accordingly: runner itself shouldn't raise any
exceptions, just return an overall SKT return code.
