INSTALL: remove discussion of using -I with bootstrap

Pull request #1245 changed the way we expose Gnulib's m4 macros to
autoreconf, but also (incorrectly) changed the example in the INSTALL
file such that it doesn't match the text.

As we no longer require Gnulib, drop the example of using -I to pass m4
include paths to autoreconf.
