We see spurious timeouts in Travis CI caused by race conditions
due to (probably) their overloaded CI infrasturcture and the
intrinsic brittleness of timing-based tests.

We already ported most tests to use dynamic timeouts in

for windows environments (which have an extremely crappy imprecise
timer).

Travis CI sets CI=true.
