Remove license from setup() arguments

According to
https://docs.python.org/3.7/distutils/setupscript.html#additional-meta-data

this is only needed if the chosen license is not one of the
available ones in the trove classifiers.

Also as seen here:
https://pypi.org/project/tcms-api/

PyPI will display the license coming from trove classifiers so
this line isn't needed.
