muc: introduce self_ping helper module

This will handle most of the business logic of the XEP-0410
implementation, as well as all the ping scheduling. It exposes a
nice and easy-to-use interface to the Room class.

Helps with preventing the (already complex) implementation of Room
from getting more complex.
