try avoiding weird import module bug in tox

why:
  * started to have build failures setup.py saying import
    of homeassistant_cli was not possible
  * when rewriting to not do import check-dirty now reports
    pip-wheel-metadata folder is created.

how:
  * replaced import with reading file as suggested in
    https://stackoverflow.com/questions/17583443/what-is-the-correct-way-to-share-package-version-with-setup-py-and-the-package
  * git ignored pip-wheel-metadata (weird as was not necessary before)
