Commit Message

Add isMaintenanceActive to make sure we can unset Prometheus metrics.

This is used to avoid updating the metric when a scheduled maintenance is
deleted but maintenance is active right now because of another "/site",
"/machine" or "/schedule", or when a "normal" maintenance is deleted but
there is a scheduled one currently active.
