Get all the interventions feature

In this process, I have been working on how a user can get all the incident.
- Since the model is already created, now in my incident controller, I added a function that will allow a user to get all the interventions if any created before and if all the validations are passed.
- In my view, I created an endpoint that will allow the user to get all the red-flags. I called inside the get_all_the_interventions function from the incident controller.
-Add test to get all interventions
